Mangogna, a life-long St. Louis resident, has worked at Hazelwood School District (HSD) for six years; four as a construction project manager and two years as director of facilities. Prior to working for the district, he owned a construction and environmental abatement company. The Hazelwood School District has made great strides in its minority business enterprise and supplier diversity program. The Board of Education approved the program in January 2007 and hired Kevin Cross as the director of purchasing and supplier diversity program in September of that year. He gave the board his first report in January 2008. Cross said the District spent $2.1 million on minority- (MBE) and women-owned (WBE) business enterprises at that time. The Hazelwood School District has been committed to supplier and workforce diversity for many years and has implemented policies and procedures to support that commitment. The Hazelwood Board of Education recognizes the importance of its continuing leadership role in these areas and constantly seeks to improve results regarding its supplier and workforce diversity. Recent media reports suggest Hazelwood Schools are in violation of Title VI of the Civil Rights Act of 1964. That is not true.
